[SOLVED] How to add a panel to the second monitor with task manager and app launcher?

I am trying to add a panel to the secondary monitor for days now, and the only place I can put panels is the primary monitor.
I'd like to have the same panel/task bar/app launcher on both monitors.
If I right click on the secondary monitor and select Add Default Panel, it comes up on the primary monitor and can not be moved over.

Is there a way to do this with KUbuntu 18.04?

Other than this, 18.04 is really nice.

    Unlock widgets.
    Add panel.
Edit panel. (the three-line icon, or little plasma cashew, or wrench. Depending on your desktop theme)
Click and hold on "Screen Edge" button.
Drag to the other screen and to the edge you want it on.
    Voila!
