I'm getting it on Wallpapers, Look and Feel, Desktop Theme, and Cursor Theme in my 17.04 (existing, fully dist-upgraded, VM installation).

Same on Chakra and OpenSuse.

So gremlins or configuration issue at the server end.

their was an old bug where it was looking to the rong place for provider info or something ,,,it's been a wile , perhaps it's come back

Hmmm, having the same problem. But I think this is not exclusive to Kubuntu and maybe a general Plasma bug?

Reports on various distros said the kde store backend was down earlier.
