firewalld is not starting after reboot

My firewalld is enabled but it is not starting after boot.
systemctl status firewalld shows service is not active (dead)

I have to manually start it with systemctl start firewalld, then it starts.

    I tried
    systemctl enable firewalld
    systemctl unmask firewalld
    I tried to reinstall firewalld,

same, only workaround I found is to put service firewalld start command in startup programs but it asks me for password after I boot into Kubuntu, and if I mistype it it doesn't show if firewall is started or not.

ufw is purged, I only have firewalld beacause only with firewalld I can fix zones on connections.
