menu language unchangeable - thunderbird, gimp

I've set the system to use other language than English (Polish) in locale settings and nescessary files have been installed. It works fine.

I tried to change the menu language for thunderbird and gimp from default (English) to Polish.
Thunderbird:
I've set general.useragent.locale to preferred language - no effect.
Addon with preferred language is installed and is not disabled.

gimp:
Although it is set to use the system language, it still displays menus in English.
Setting environment variable LANGUAGE to preferred language before calling gimp (LANGUAGE=pl gimp) causes displaying menus in appropriate one. I don't know how to make it permanent.

What I guess is these program read system language setting in a wrong way or system tells them thatit communicates in different language.

The current Kubuntu method of installing support for new languages and changing which language gets highest preference is broken because it only affects KDE applications...
