I managed to install Old Tasks from your PPA, and I finally have things back and working again.
A big thanks also to lordievader from Kubuntu IRC who helped me work through issues with graphics drivers that were compounding the issue.
For future reference, and to help anyone else having similar issues in the future, the task panel flickering weirdness that I saw was only with Fancy Tasks, it does not occur with normal panels.
