    Why can't the desktop Wallpaper be checked or changed from System Settings?

      The "desktop" is just a plasma containment (a "widget container", just like panels), and settings for plasma containments and widgets aren't in systemsettings.

      It would get confusing fairly quickly for someone with let's say half a dozen plasma activities with their own set of containments/widgets (maybe a couple of them have different wallpaper images, one has a slideshow as the wallpaper, one has a dynamic weather wallpaper etc...you get the picture.)

      Plasma containments and widgets (including the "desktop" containment) have their own configuration dialogs which can be accessed directly from the plasma "shell".
