Unable to contact KDED after upgrade to 13.04

I'm having too many issues after upgrade. When I'm trying to open Service Manager I get this error:

Unable to contact KDED

also:

- KDE freezes on startup
- keyboard layout switching doesn't work
- kmix control is not available in tray

Any idea how to debug this? When I modify some configuration, usually KDE freezes again on reboot. This is the only output available in xsession-errors:
