Should I enable the backports repository or the like?

I decided to install 13.04 beta, and I'm wondering if, to get the latest updates (reasonably stable stuff), do I need to enable the backports or like repository?

In 13.04, there are not (yet) any packages to backport from. Backports mean packages from a newer version of *buntu rebuilt to run on the previous version(s). So there will be no backports until the Kubuntu packagers and devs work on 13.10. For the kubuntu-backports ppa, this usually means a major KDE version release.

As a pre-release, the latest updates are usually what you get, KDE-wise. Once the KDE stuff is all packaged , and works well, then it is backported to 12.10 and now with this recent KDE 4.10, also to 12.04.
