How do I set Custom Keyboard Shortcuts?

I'm trying to assign 7,8, and 9 to my hotkeys: home page, launch mail, and tools. However, I am not sure under what categories I would put this under. I kind of need these hotkeys for easier reach in certain games (Team Fortress 2 specifically).
    Any help would be appreciated.

Settings > Shortcuts and Gestures > Standard Keyboard Shortcuts

Is that what you're looking for?

Is there anything else after that? I believe I might have tried that (sounds familiar), and it did not save after clicking apply.

Okay I just checked and it's not listed under that category. Again, I'm looking to make my hotkey (Home, Mail, and Tools) into 7, 8, and 9. For example, when I hit home key it will do the same thing as 7 on the keyboard.

My problem is that the menu for shortcuts and gestures is confusing.

can someone delete this thread please? I have done some research, so now I can be more specific on where lies the problem. Unfortunately, the thread title is stuck with it's old version, so I rather start over with better information.
