This probably goes for lots of packages, but since I use xxdiff all the time . . . why was the xxdiff package deleted from kubuntu 12.10? Is there some replacement?

that package is old, and unmaintained, as is the qt version it is built in, so Debian have removed it. As Ubuntu is based on that, it was removed from the repos as well. There are many alternatives out there. Kdiff3 and Kompare are 2 KDE based ones.Self-built: Asus PRIME B550M-K/Ryzen 5600GT/32Gb/Intel ARC B580 12Gb/KDE neon

There seems to be a qt4 version of xxdiff in development, but I don't know what it's status is. Like claydoh said, there are alternatives available, some of which are:
kompare (KDE)
kdiff3 (KDE)
kdiff3-qt (Qt only)
fldiff (FLTK)
meld (Gtk)
