KDE 4.11.3 came out on November 5, 2013 but I notice there is no notification of an update. Will there be an update to 4.11.3? Thanks.

When and if packages become available for Precise, you will need to add the kubuntu-updates ppa to get it. It is already there for 13.10, perhaps they are having issues building it for 12.04? (hence no announcement on kubuntu.org yet, perhaps)
