No Desktop Effects if login from GUI

I am running 64 Bit Precise on HP Pavilion DV6.

Ever since I had Natty, I am having a specific problem about Desktop Effects. If I login from GUI with username & password, the desktop effects are not enabled (neither by default, nor by manually) When attempted to enable manually, a warning comes that "KDE is running in failsafe mode, desktop effects are not enabled". However, at login time, if I fall back to console login, login through console and then start the X server, the desktop effects are enabled by default and work fine.

This is not a big problem, but I have been wondering since long, why this happens.... Any one having any idea?
