Please go vote for Launchpad bug 919460 to fix a problem with kgpgrc. Prior versions of Kgpg ignored the incorrect config path setting; the version of Kgpg included in Precise now enforces that the setting be correct -- which it isn't. Thanks.

 I also tried the suggested fix but kgpgrc wasn't where it was supposed to be. I found it at
 copied it to where it was supposed to be and applied the fix:locate kgpgrc
 /usr/share/kubuntu-default-settings/kde4-profile/default/share/config/kgpgrc
 This is what happened:You have the "options" file set as configuration file in your KGpg config. The
 new KGpg version is the first one to actually force GnuPG to use that config
 file, while older versions only passed the directory to GnuPG, so silently
 ignoring the wrong configuration.
 
 Open your ~/.kde4/share/config/kgpgrc and fix the gpg_config_path line to end
 in gpg.conf.
 
 Meanwhile I'll think about a good dialog to tell the user what's wrong.
 but the program loaded into the system tray ok, and opened when I clicked on it, showing my keys.$ kgpg
