It probably wont, as between version K(U)buntu do not offer software versionupgrades between releases in most cases, especially core libraries such as QT.
It may be made available in a PPA, if there is some new version of KDE that needs qt 4.7.1 is provided for maverick. But it won't be available in the standard repos.
Heck, 4.7.1 was just released yesterday
