How adding users in Lucid Lynx

Dears friends of kubuntuforums!!
I need to add on user in Lucid Lynx and I can't because I haven't found the part of the OS for doing it!! I read in some webpages that the best way is trough the system - administration. But I can't find this part of the menu. Perhaps the solution for adding users is diferent or linux are not complete or I don't be make it, for this reason I ask for if someboy know the way for do it!!

K Menu > Settings > System Settings > Advanced > User Management (is where it should be)

First of all, thanks a lot. The problem is I don't find in K menu settings neither system usermanagement. Perhaps will be that the version I've installed is in catalan and I don't find the translation. I think that select the correct option but I don't find. Please, some could tell me the sentences in spanish?

Try this instead. Press Alt+F2 then type:

kdesudo kcmshell4 userconfig

Thank you for your help. I achieve create a new user. I used to use a different version of linux's distribution and it had changed a little. I find in the net a guide of ubuntu and I'll study for learning much more about this interesting OS.
