how to enable/disable system services from KDE?

Hi everybody,
in my System Settings window I only see a module to change KDE Services. Where is the graphical tool to enable/disable SYSTEM (i.e., /etc/init.d) services?

moreover, I see in System Settings different modules with respect those found by typing:
$ kcmshell4 --list

is this the expected behavior??

The function of kcmgtk is found in Appearance (K > Applications > Settings > System Settings > General > Look & Feel > Appearance > GTK+ Applearance)
