My guess is those xcb configs are no longer used, or don't exist. At some point I will see if I can dig in and see.
Plasma by default does not set a shortcut to open a terminal via a shortcut. Kubuntu uses Plasma's default desktop settings, usually.
So unless Kubuntu decide to change away from Plasma default settings, you will need to do so yourself.
