I installed "steam-launcher" from the repositories using Muon.
I did it by adding the steam repo for precise:
    http://repo.steampowered.com/steam/ precise steam
to the repository before I installed "steam-Launcher". It installed fine. About every time I fire up one of my steam apps the steam binary is updated.

It could be that Steam is somehow borking the system here. The reason I say that is that I'm fairly certain Steam can not be installed properly via Muon. At lease, not that I know of. One thing you could try is to reproduce the same test on one of the PC's, but leave Steam out of it. See if that is the culprit here.

On all 4 I could reproduce this issue:
    (1) Install Kubuntu 18.04 64Bit LTS
    (2) Update Kubuntu
    (3) Add classic "Application Menu" widget to panel
    (4) Open "Muon Package Manager"
    (5) Search for "DOSBox", "Higan", & Linux "Steam" and install all 3
    (6) After installed above, open classic "Application Menu"
("Games" category is grayed out with nothing in it?)

Follow exact steps above to replicate...

Not that it is likely relevant, but are you removing the existing Kmenu when you add the classic menu?
You don't have to remove one then add the other. If you right click on an application menu, and select 'Alternatives' you can switch between multiple styles on the fly

Yes that sounds right. Could be confirmed (or not) by restarting the PC after games are installed. If it is the case, however, it would be weird that Muon would only do so for the Games category though.

By the way - the preferred way to install full applications in Kubuntu would be via Plasma Discover. Muon is meant for installing needed individual packages. Still, installed applications procured via Muon should show up in the menu.

Fresh install from daily builds, full up to date:

Swiched to kicker (classic style K menu)
Snap-shotted install so I could roll back.

    Install games mentioned via discover:
They appear in a games menu as shown
    Rolled back

Install games mentioned via muon package manager:
They appear in a games menu as shown
    Rolled back.

    Install games mentioned via apt:
They appear in a games menu as shown

Sorry, but I cannot replicate your issue.

It does not work on a clean install when installing games using Package Manager.
If I install using Discover it does work...
Something wrong with games in Package Manager with "Application Menu"...
