System freezes up/hangs for 10 seconds

I am using 14.04.3 LTS - Over all I really like it.

My system is hanging up / freezing for about 10 seconds - then it runs fine and hangs up again.

I have removed Baloo_file.desktop, Nepomukserver.desktop, NepomukBaloomigrator.desktop and Plasma-Netbook.desktop from the autostart folder, as well as disabling desktop search.

    I have adjusted the Swappiness.

Those changes seem to have helped some - but still freezing up for about 10 seconds, and things don't seem to be opening up as fast as I would expect (They're not slow - they're just not fast).

The memory usage is steady and flat at 1.9 GB of 15.7 GB. Swap is 0.00 GB of 16 GB. So loads of overhead in that department.

The problem seems to be that some of the CPU's (Cores) get high usage and others get little to none.
How do I balance out the usage?

My Equipment: (not sure if it's useful or not)
    Dell T7500 (Workstation)
    2x Intel Xeon Six-Core L5640 (2.26GHz 5.86 GT/s 12MB Cache)
    16GB RAM (PC-8500R Dual Ranked DDR3 1066MHz)
1TB main drive (Have 2 SSD's put a side for a little later on)

    Thanks,
    Carlos
