There is a new behavior in 14.04 with regard to moving application icons that are on the desktop.
Application icons will not move if, with widgets unlocked, you click on the ICON and try to move it. You must click on the MENU HANDLE to the right of the icon to resize, delete, move, or otherwise adjust the icon.
