do you think it's possible to upgrade from latest KDE Neon to Kubuntu (20.04 LTS) by replacing the entire apt folder in Neon w/ the Focal Fossa apt folder?

No
Neon won't have any Focal packages in its repos right off the bat, so there will be massive breakage if you did this.
When neon has its 20.04 setup ready, you will get an upgraded notification just like it happens in Kubuntu. This likely will happen when 20.04.1 is released (or will it be 20.04.2?) , whichever release enables the HWE stack in *buntu.
Thats how it went when it moved from 16.04 to 18.04.
