[KDE] Display settings reset after restart with AMD card

I've been using Kubuntu 18.04 for about a month now, and I like it so far. There seems to be one problem, however, that I can't seem to fix.

I'm running on a Ryzen 7 2700X with a Vega 64 graphics card with three monitors, two on DisplayPort 0 and 1, and 1 on HDMI 1. When I log into Kubuntu, and set the display settings, they almost never persist after restart; I always end up back at the wrong resolution, screen position, primary monitor, etc. Once in a while after a restart they do, but usually, it just resets back to some default when I log back in.

I've tried a number of solutions to this problem, everything from setting up xorg.conf to wiping out my `~/.local` directory (which ended up being a bad idea... I'll fix that later):

https://ubuntuforums.org/showthread.php?t=1662616 - initial solution only works on nvidia cards, later solution involves generating an xorg.conf which KDE seems to ignore
https://www.reddit.com/r/kde/comment..._every_reboot/ - didn't work even after wiping out
    Code:
    ~/.local
https://forum.kde.org/viewtopic.php?f=66&t=20494 - didn't work because this conf file no longer exists
https://forum.kde.org/viewtopic.php?f=309&t=153057 - only sets the resolution, not the display positions or primary monitor.

Any ideas on how I can fix this?
