After plugging in the monitor, go into System Settings, go to the Display and Monitor section ( which is the display KCM Sithlord mentions) --does it appear there?

and for all such cards on boxes running 16.04 and newer they recommend the

package, which I assume you have already tried and it has failed. Yes/no
The 4570, as shown via lspci, is an RV710 which is listed as fully supported by the radeon driver, which should be included by default, no (re)installation needed

That's some foo I didn't know. The 4570 is not listed beside RV710:

            Code:
             RV710/RV730

            Radeon HD 4330/4350/4550/4650/4670/5145/5165/530v/545v/560v/565v

I gather you have Intel on board graphics and AMD graphics on a laptop? This is swictheable/hybrid graphics. It's a pain on Linux, period.

Intel/nvidia seems to work, but Intel/AMD is a problem.

                Good luck.

I know HDMI out is problematic using the open source drivers. You can try updating with the oibaf ppa:

got the hdmi video working turned out the bios has the option for me to make the primary video output to the discrete card and that fixed the video problem

i just dont have any sound coming though the hdmi output it says the hdmi sound output is working but i dont get any sound via hdmi

if you click the speeker icon in the system tray do you see "something" like this ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,

if so , wile playing audio click the "applications tab" and drag and drop the app playing audio and drop it on the HDMI device ,,,,you should now get sound .

if you do not see a HDMI device ,,,then their is more work to do to discover why.

                      this ,,,,
                      Code:
                      pactl list sources
will list all devices that pulse audio is aware of .

so , your saying that you have audio through the HDMI , but turning down the built in speakers turns down the HDMI as well ?

in the volume control as shown in the screen shot ,do you have 2 entries 1 for the HDMI and one for the built in ?

post the output of the Konsole/terminal command I gave in post #25

You may have to fiddle with different settings that you have available on your system. My Chromebook below does not have as many options as my laptop, which has many more selections, one of which put the audio to the hdmi only, but I can't recall which one. I am away from that keyboard for a while
