ok have done the steps with the font settings at default 8&9pt (odd for a default) and...
    ...phonic@Nova-Fractal:~$ xdpyinfo |grep res
    resolution: 32x29 dots per inch
    KeyPressMask EnterWindowMask LeaveWindowMask
    phonic@Nova-Fractal:~$ xrandr --dpi 100
    phonic@Nova-Fractal:~$ xdpyinfo |grep res
    resolution: 100x100 dots per inch
    KeyPressMask EnterWindowMask LeaveWindowMask

So I checked out some stuff the libre office is right dimentions as is dolphin, system settings and other system programs. Kmail is tiny still as is the taskbar text and taskbar menus, window titles, popup settings windows, and all of firefox's menuebar and icontext, transmition fonts are the same as firefox...

even the popup window for uploading this pic was miniscule. Also if I play with the various font sizes in, System Settings> Application Appearance> Font, the programs that are now ok after the 100DPI adjust start getting larger which is not desired.

Great! I wasn't sure at first if the DPI was the issue, so I didn't want to start poking around with xorg.conf until we knew for sure. Glad you got it fixed.
