--Problem Solved--
As the title says, the Cintiq is plugged in, and configured as a monitor, and the stylus somewhat works (doesn't track right, needs to be calibrated), but there's no wacom entry in input devices (GIMP sees it though).
This is my new desktop -

The Cintiq is actually working beautifully in GIMP, except for the alignment problem. Pressure sensitivity works. The problem is that I've got two monitors (including the Cintiq) and the alignment is currently set so that the wacom pad portion of the Cintiq covers both screens. I.E., the Cintiq is on the right and the other monitor is on the left. If I move the stylus from the right side of the Cintiq, to the left, the pointer starts at the right side of the Cintiq with the stylus, but when the stylus reaches the center of the Cintiq the pointer is at the left side of the Cintiq screen. When the stylus is at the left of the Cintiq screen, the pointer is at the left of the lcd screen.
An easy fix in 11.10, when I had a configuration tool for the Cintiq in Input Devices.

Well that turned out to be pretty simple. KDE-config-tablet was not installed by default this time. After installing, I was able to set the screen mapping and everything is great.
