After upgrading to 8.10 Beta (until today, I had installed 8.04), can I delete .kde4 folder?

Only if you want to lose all your settings.
It's probably better to re-name it to old-kde4 as some stuff in there may well be needed - if you delete it. :)

But 8.10 uses .kde not .kde4, is it?

if you want to transfer some of your hardy's KDE4-specific settings to Intrepid, you will need the .kde4 dir for those. If not, you can definitely remove it.
