KDE4 Plasma Desktop Kidney shaped thingy

OK, that is about all I know on how to describe that thing in the upper right corner. I have two test installs of HH KDE4. On one machine this works by hovering and clicking on Add Widgets. The Add Widgets screen appears. On the other you hover and click on Add Widgets and nothing happens. Is there a way to fix this? I see nothing on how to "configure" this stuff and that part appears to need help. I can right click and Add Widgets OK enough, but... if it is to stay in the upper right, I want it working. Anyone?

Well, there was an update on the machine where the Plasma tool worked, now after the updates, it doesn't work either. They must not know what they want to do with that thing.
