Difference in repository

I wonder if all repository contain the same packages, some package is illegal to use in the US due to copyrights, would it be available in another one ?

All packages in the official Ubuntu repositories are legal anywhere. Packages that are legally uncertain are not put inside the repositories and must be acquired through 3rd party sources. Examples would be the Windows codecs and DeCSS.
